Under Texas Health and Human Services (HHS) standards, traditional "Day Habilitation" has transformed into Individualized Skills and Socialization (ISS). This evolution represents a monumental leap forward from passive sitting to active, person-centered skill development.

At Amani Living's West Houston ISS Center, participants are never treated as spectators in their own lives. We provide dynamic daily modules tailored to each individual's abilities, fostering real-world autonomy, vocational readiness, and genuine social belonging.

In Texas, Day Habilitation was restructured into Individualized Skills and Socialization (ISS) by Texas HHS to raise the quality of care and promote community integration. Unlike older day hab models where individuals often stayed indoors doing passive activities, ISS requires state-licensed physical facilities, individualized skill-building goals, and routine opportunities for off-site community inclusion, shopping, recreation, and vocational exploration.
Adults aged 18 and older who have an intellectual or developmental disability and seek structured daytime engagement are eligible. We accept individuals participating in Texas Medicaid HCS, Texas Home Living (TxHmL), community ICF/IID programs, and private pay participants. A clinical and behavioral intake assessment is completed prior to admission to ensure our staff and environment can safely meet each person's needs.
Yes! ISS is a covered benefit under both the Texas Medicaid Home and Community-based Services (HCS) and Texas Home Living (TxHmL) waiver programs. Once your service coordinator includes ISS units on your Individual Plan of Care (IPC), services are billed directly to TMHP with zero out-of-pocket program fees for authorized hours.
We intentionally maintain an attentive 1:4 to 1:5 staff-to-participant ratio for on-site programming, and often 1:3 for off-site community integration outings. This ensures each participant receives dedicated coaching, individualized attention, and proactive support throughout the day.
Community outings are planned around specific learning objectives such as navigating a grocery store, ordering food, or checking out books. Participants travel in agency-insured vehicles driven by background-checked staff, accompanied by certified developmental coaches. Low group ratios and established community safety protocols are enforced at all times.
